ADA pool compliance

ADA pool compliance, specified and installed.

Public pools covered by the 2010 ADA Standards need accessible entry — typically a lift or a sloped entry, and larger pools need two means of access. It is one of the more common findings when a community or hotel pool is inspected, and one of the cheaper ones to fix before it becomes a complaint.

What the standards require

The basics

  • Accessible entry. Pools covered by the standards need at least one compliant means of entry.
  • Two means for larger pools. Above a certain perimeter, a second means is required.
  • Independent operation. A lift has to be usable without another person’s help.
  • Fixed, not stored. Access has to be in place and operable during open hours.

Where properties get caught

  • A lift kept in a shed. Stored equipment is not accessible entry.
  • A lift that needs staff. If a guest cannot operate it alone, it does not satisfy the requirement.
  • Battery left dead. An inoperable lift is treated as no lift.
  • Spa forgotten. A public spa has its own access requirement, separate from the pool.

Step by step

How we handle an access project

  1. 01

    Survey

Pool perimeter, deck structure, existing access, and what the standards require here.

  2. 02

    Specify

Lift, sloped entry or transfer wall, matched to the pool and the deck.

  3. 03

    Install

Anchored to engineered deck substrate, coastal-rated hardware throughout.

  4. 04

    Document

Close-out paperwork for the file and a staff operation walkthrough.

Options

Means of access

Installed pricing for coastal NC. Deck condition is the main variable.

Means of access Installed Window Best for
Portable lift, anchored$6,000–11,0002–4 daysMost existing pools
Fixed powered lift$9,000–16,0003–6 daysHigh-use community pools
Sloped entry (zero entry)$28,000–70,0003–6 weeksNew builds and major renovations
Transfer wall / system$8,000–22,0001–2 weeksSpas and shallow pools

Anchoring a lift needs sound deck substrate. If the deck is due for replacement, doing both at once avoids paying for the anchor twice.

Common questions

ADA compliance questions

Does our HOA pool need a lift?

If it is a public accommodation under the ADA, it needs compliant access — which for most existing pools means a lift.

Whether a given association is covered depends on how the pool is used and who can access it. We will tell you what we see; your attorney should confirm the legal question.

Can we store the lift and bring it out on request?

No. Access has to be in place and operable during open hours.

A stored lift is one of the most common findings, and one of the easiest to correct.

Do spas need their own access?

A public spa has an access requirement separate from the pool.

A transfer wall or transfer system is usually the practical answer for a spa.

How quickly can this be fixed?

An anchored portable lift is typically a two-to-four day job once the unit arrives.

Sloped entry is a construction project and belongs in an off-season renovation.
