Commercial & public pools

Pools that answer to a health inspector.

Under 15A NCAC 18A .2500, any pool serving an HOA, hotel, apartment community, school or municipality is a public swimming pool — permitted annually, plan-reviewed before construction, and inspected on a clock. That changes what gets built and who signs off. We work statewide on commercial construction, renovation and replaster, because that work travels further than a residential build does.

What makes a pool “public” in North Carolina

Covered by the rule

  • HOA and community pools. Any pool serving more than one household.
  • Hotels, motels, RV parks. Including seasonal operations.
  • Apartment and condo pools. Regardless of how many units.
  • Schools, clubs, municipal pools. Plus any pool open to the public for a fee.

What that means in practice

  • Plan review first. Construction and major renovation need state review before work starts.
  • Annual operating permit. Issued by the county health department; inspected before opening.
  • Specific equipment. Turnover rates, main drain covers, and ADA access are prescribed, not optional.
  • A shutdown is expensive. A failed inspection in June costs more than the repair did in February.

Common questions

Commercial pool questions

Is our HOA pool a public pool?

If it serves more than one household, yes — under NC rules it is a public swimming pool.

That means an annual operating permit from the county health department, and state plan review before construction or major renovation.

When should commercial work be scheduled?

Between Labor Day and Memorial Day, almost always.

Off-season work means no closure in the months residents actually use the pool, and contractors have more availability.

Do you work outside the Wilmington area?

Yes. Commercial replaster and renovation travels statewide.

New residential construction stays inside our four-county home market, but commercial crews mobilize across North Carolina.

Who is responsible if we fail inspection?

The permit holder — the HOA, owner or management company, not the contractor.

Which is why we hand over inspection documentation at close-out rather than leaving you to reconstruct it.
